Delaware Permit to Purchase

Coming soon to an FFL near you, Delaware Permit to Purchase. On October 17, 2025 the Delaware State Police announced that effective November 16, 2025 the Delaware Permit to Purchase will go into effect. Unless otherwise exempt, Delaware Residents must apply for and be approved by the Delaware State Police for their Delaware Handgun Qualified Purchaser Permit.

The following individuals are exempt from the training course requirement but must submit proof of their exemption along with their Delaware Permit to Purchase application:


  • Qualified law-enforcement officers.

  • Qualified retired law-enforcement officers.

  • Sheriffs and deputy sheriffs.

  • Persons licensed to carry a concealed deadly weapon under 11 Del C. 1441.

  • Federal firearms licensees and Delaware deadly weapons dealers licensed and regulated under Chapter 9 of Title 24.

  • Armored car guards and security personnel licensed and regulated under Chapter 13 of Title 24.

  • Constables commissioned and regulated under Chapter 56 of Title 24.

  • Delaware correctional officers.

  • Members of the United States Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard and the reserve elements thereof, including members of the Delaware National Guard.

  • Instructors certified by the National Rifle Association of America.

  • Persons holding a valid Delaware hunter safety certification card.

  • Competitive shooters holding competitor classification cards issued by the National Rifle Association of America, the International Defensive Pistol Association, the International Practical Shooting Confederation, or the United States Practical Shooting Association.


Unlike the Delaware Resident Concealed Carry Permit which is regulated by the Delaware Department of Justice, the Delaware State Police Permit to Purchase Section is responsible for the investigation of applicants and the issuance of handgun qualified purchaser permits. This being a requirement of Delaware residents as of November 16, 2025, applicants must:


  • Complete a firearms safety course by an approved instructor. You guessed it, all instructors at Delmarva Defense LLC are approved Permit to Purchase Instructors as well as Concealed Carry Deadly Weapons Instructors with the State of Delaware.

  • Secure fingerprinting, appointment only, with IdenoGO. Click this LINK for Delaware IdentoGO locations.

  • Pass a background check.


An individual who holds a valid license to carry a concealed deadly weapon (CCDW) issued by the Superior Court of Delaware under Title 11, Section 1441 is not required to apply for a handgun qualified purchaser permit before purchasing a handgun.


DID YOU KNOW the training requirements listed under Delaware Title 11, Section 1441 for Concealed Carry are almost exactly the same as the training requirements listed under Delaware Title 11, Section 1448D for Delaware Permit to Purchase? The outlying topic required for Delaware Pemit to Purchase: Suicide Prevention, which should be taught during any concealed carry course anyways. Though the application processes for Delaware CCDW and Delaware Permit to Purchase are very different, the training requirements are almost identical up to and including the live fire component. WHY NOT JUST GET YOUR DELAWARE CCDW? If you're going through the process, why not get more out of your training? Another benefit of securing the Delaware CCDW Permit are the exemptions to magazine capacity restrictions defined in Delaware Senate Bill 6.
